Over the period of time the whole begging system has evolved in self sustaining system of meeting the ends. Today, beggars approach you as if you owe them, and if you deny them, then they feed your ears with obscenities you'd have never heard. There was an incident when a beggar dropped a coin in my pocket when I denied him the alms. He was a perfectly capable guy in early 20s or so.
